APPENDIX A NOTICE OF VIOLA" ION Philadelpi11a Electric Company Docket Nos. 50-277 50-278 Based on the results of an NRC %spection conducted on November 13-21, 1979, it appears that one of your activities was not conducted in full compliance with conditions of your NRC Facility Licenses DPR-44 and DPR-56 as indicated below.
This item is an infraction.
10 CFR Part 55, Appendix A, Requalification Programs for Licensed Operators of Production and Utilization Facilities, states, in nart, "1. Schedule. The requalification program shall be conducted for a continuous period not to exceed two years..."
- and, "3.d.
Each licensed operator and senior operator reviews the contents of all abnonnal and emergency procedures on a regularly scheduled basis."
Contrary to the above, review of training records for nine licensed opera-tors for the period January 1977 - November 1979 failed to show this required review of all abnormal and emergency procedures for any of these nine licensed operators.
