Appendix A to y ou r letter addresses an item which did not appear t o be in full comp liance with Nuclear Regulat ory Commission requirements.
This item is categorized as a deficiency and is restated below with ou r respons e.
10 CFR Part 55, Appendix A, Requalification Programs for Licens ed Operat ors of Production and Utilization Facilities, states, in part, "1.
Schedule.
The requalification program shall be conducted f or a continuous period not to exceed two years..."
- and, "3.d.
Each licensed operator and senior op e ra t or reviews the contents of all abnormal and emergency procedures on a re gu la rly scheduled basis."

Response
During the past few years, review of abnormal and emergency procedures were scheduled whenever significant revisions to these procedures were made.
Some procedures were reviewed as part of the requalification lecture for operator training.
Our records shou for the period January 1978 t o December 1979, that 43 of the 103 abnormal and emergency procedures were reviewed by the licensed operators.
The f ollowing corrective action has been initiated:
1.
Required review of abnormal and emergency procedures will be initiated in January 1980, by inclusion in the monthly requalification reading assignments.
The 60 procedures not reviewed for the period January 19 7 8 t o December 1979 will be scheduled for review on a priority basis during 1980 monthly reading assignments.
2.
All abnormal and eme rgency procedures (including OT, E,
EP, and SE procedures) shall be reviewed by each licensed operator (LO) and senior licensed operator (SLO) every two years.
3.
Documentation of required p rocedure review shall be recorded by the training coordinator.
