APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket No. 50-317 Based on the results of an NRC inspection conducted on August 27-30 and September 10-13, 1979, it appears that one of your activities was not conducted in full compliance with conditions of your NRC Facility License No. DPR-53, as indicated below.
This item is an infraction.
Environmental Technical Specification, Section 2.2.1, states in part:
"The pH of a representative sample of waste solution in the neutralization tank shall be measured prior to discharge.
A representative sample of waste solution in the neutralization tank shall be analyzed for total dissolved solids using standard methods prior to discharge."
Environmental Technical Specification, Section 5.5, states in part:
"The systems... shall be operated in accordance with approved operating procedures." Calvert Cliffs Procedure 01-23D,Section II. A states in part:
" Ensure... drain valve to bay DW-199 (DW-367) is shut."
Contrary to the above, on September 11, 1979, Waste Neutralizing Tank 12 drain valve, DW-367, was left open and the solution used to regenerate the makeup water demineralizer was inadvertently discharged to the bay.
Additionally, a sample for analysis was not taken prior to discharge.
