This Notice of Violation was ba:cd on the combined Inspection Reports 50-317/79-14 and 50-3*i8/79-11 and was concerned with imoroper neutralization tank opera :fon. Enclosure (1) to this letter constitutes a written explanation in reply to this Notice of Violation.

REPLY TO NOTICE OF VIOLATION I&E COMBINED REPORTS 50-317/79-14 AND 50-318/79-11 The following improvements have been made in the plant management controls to prevent a repetition of the events described in your letter of October 30, 1979, 1.

A valve checklist must now be used whenever the waste neutralizing tank is placed in service. This valve checklist ensures that the waste neutralizing tank will not be bypassed nor will valves be open so as to pemit draining of the tank prior to sampling. A procedural step in the Operating Instruction for the waste neutralizing system also requires that this valve checklist be completed prior to placing the tank in service.

The Operating Instruction for demineralized water mixed bed regeneration requires that the waste neutralizing tank be in service prior to starting a regeneration of the mixed bed ion exchanger. The regeneration of the cation and anion ion exchangers also requires a neutralizing tank to be inservice.

The September 11, 1979 event precipitated a general review of our operational interfaces with the waste neutralizing tank. This review revealed that errors had been made when placing the neutralizing tank inservice prior to comencing make-up demineralizer regenerations.

The procedural changes listed above, coupled with the required checklist for neutralizing tank operations provide a solution to that problem. No further administrative actions are planned at this time.
