FEBRUARY 2 1 1979 Docket Nos. 50-325 and 50-324 Mr. J. A. Jones Executive Vice President Carolina Power & Light Company 336 Fayetteville Street Raleigh, North Carolina 27602
Dear Mr. Jones:
A review of fire protection information docketed for Brun. wick Steam Electric Plants (BSEP) indicates that certain infomation required by Amendment No.11 to Facility Operating License No. DPR-71 for Unit No.1 and Amendment No. 37 to Facility Operating License No. DPR-62 is missing.
Your attention is invited to the last paragraph of our November 22, 1977 transmittal letter, which reads, in part:
"You must also submit the remaining infomation indicated by the asterisked items of Section 3.1 of the Safety Evaluation Report... by March 31, 1978."
In particular, Section 3.1 of the Safety Evaluation Report requested
" additional information in the form of design details to assure that the design is acceptable prior to actual implementation of these modifications" which were marked with an asterisk. The items are summarized below for your convenience.
3.1.2 Fire Retardant Coating and Fire Proofing 3.1.5 Remote Shutdown Capability 3.1.9 Curbs and Barriers 3.1.17 Communication Equipment 3.1.24 Battery Room Cables 3.'l.28 Water Damage Protection 3.1.33 Diesel Generator Bus Load 3.1.34 Recirculation Pump Protection 790307056
.?
Mr. J. A. Jones We note that your letter of January 17, 1979 requested a delay in the installation of Item 3.1.34 and will be followed by an appropriate request for license amendment.
It would be prudent to include in this request for license amendment, any other modifications that are projected to have an implementation date beyond that required in SER Section 3.1.
Your staff has agreed to submit this request for license amendment by February 23, 1979.
We are concerned that the fire protection modifications are well under way (as indicated in LER 1-78-096 dated January 11, 1979) and our staff has not been provided with the requisite design details in order to judge acceptability. We discussed this matter with your staff on February 14, 1979 and obtained a commitment date for the necessary information by February 23, 1979.
It will be necessary for our staff to review these design details and resolve any discrepancies prior to returning BSEP to power operation after the 1979 refueling outages.
Sincerely, h,n, e h
