This refers to the telephone conversation between Mr. Donald Ross, Manager Nuclear Generating Stations, Jersey Central Power and Light Company, and Mr. James M. Allan, Deputy Director, U.S. Nuclear Regulatory Commission, Region I, on December 21, 1979. This telephone conversation related to our concerns about the status of gaseous effluent releases from the New Radwaste Facility at your Oyster Creek Nuclear Generating Sta tion. With regard to the matter discussed in the referenced conversation, we understand that you have undertaken or will undertake the following actions and evaluations.
1.
An initial evaluation has been made to determine the levels of current releases from the New Radioactive Waste Building to determine compliance with allowable release limits.
This initial evaluation, perfonned December 21, 1979, indicated current releases are within allowable limits.
2.
A Technical Specification covering releases via the New Radwaste Building Vent and associated building operations will be submitted along with Technical Specifications for releases from the Augmented Off-Gas Building Vent.
This submittal will be made by March 1, 1980.
3.
The New Radwaste Building Gaseous Effluent Monitor has received a partial calibration on the low scale end.
Operators will take hourly readings of this instrument readout, and when and if readings exceed that portion of the scale that is calibrated, the operator will isolate ventilation and consult shift management for instructions.
4.
The present alarm setpoints were evaluated on December 21, 1979, and are set to alarm at setpoints to preclude release in excess of allowable limits.
Complete alarm set point evaluation will be completed by February 1,1980.

An evaluation will be performed to determine the need for automatic Radwaste Building ventilation isolation upon a High Trip Alann.
(In the interim, the operator will effect isolation manually.)
This evaluation will be completed by February 1,1980.
