JMcGough The Comission has issued the enclosed Amendment No. 22 to Facility Operating Licer.se No. DPR-50 for the Three Mile Island Nuclear Station, Unit No. 1.

The amendment consists of chances tn tha Tachnical CN Specifications in response to requesp(qos. 33.2 and 33 7 contained in u r,

your letter dated June 3,1976, as amende'd wrougn sumdiscussions.

This amendment revises the pmvisions in the Technical Specifications relating to anomalous measurements of environmental radiological levels and associated reporting requirements. These changes do not alter the effectiveness of the program nor do they result in any changes from the standpoint of radiological impact.

These changes do not involve significant new safety infonnation of a type not considered by a previous Commission safety review of the facility. They do not involve a significant increase in the probability o consequences of an accident, do not involve a significant decrease in a safety margin, and therefore do not involve a significant hazards consideration. We have alsO Concluded that there is reasonable assurance that the health and safety of the public will not be endangered by this action., nor will it be _ inimical to the common defense and security.

Copies cf the Environmental Impact Appraisal and the Federal Register Notice are also enclosed.
