UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET N0. 50-289 METROPOLITAN EDISON COMPANY JERSEY CENTRAL POWER AND LIGHT COMPANY PENNSYLVANIA ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMFNT TO FACILITY OPERATING LICENSE AND NEGATIVE DECLARATION The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 22 to Facility Operating License No. DPR-50, issued to Metropolitan Edison Company, Jersey Central Power and Light Company, and Pennsylvania Electric Company (the licensees), which revised Technical Specifications for operation of the Three Mile Island Nuclear Station, Unit No.1 (the facility), located in Dauphin County, Pennsylvania. The amendment is effective as of its date of issuance.
The amendment revises the provisions in the Technical Specifications relating to anomalous measurements of environmental radiological levels and associated reporting requirements. These changes do not alter the effective-ness of the program nor do they result in any change from the standpoint of radiological impact.
The application for the amendment complies with the standards and renuirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made aopropriate findings as required by the Act and the Commission's rules and reculations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not reouired since the amendment does not involve a significant hazards consideration.

.. The Comission has prepared an environmental impact appraisal for the revised Technical Specifications and has concluded that an environ-mental impact statement for this particular action is not warranted be-cause there & ill be no environmental impact attributable to the proposed action.
