This refers to the routine inspection conducted by Mr. I. T. Yin of this
of fice on October 1-2, 1980, of activities at the William H. Zin=er Power
Station authorized by NRC Construction Permit No. CPPR-88 and to the
discussion of our findings with Mr. W. W. Schwiers and others of your
staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined
during the inspection. Within these areas, the inspection consisted
of a selective examination of procedures and representaive records,
observations, and interviews with personnel.
No items of noncompliance with NRC requirements were identified during the
course of this inspection. However, certain other activities as set forth
in Appendix A to this letter, appear to be deviations from commitments
which you made in your July 8, 1980 response to our Inspection Report No.
50-358/80-05. With respect to small bore pipe hangers, we understand that
little physical work is being accomplished and that there is a hold by
Sargent and Lundy on the installation work. However, corrective action is
still required for the specific items previously identified. Please advise
us in writing within thirty days of the corrective acticn you have taken or
plan to take, showing the date of completion with regard to each deviation.
Also, describe your management control systems for assuring that cocmitments
for corrective actions are being accomplished as required.
In accordance with Section 2.790 of the NRC's "Ru2es of Practice", Part
2, Title 10, Code of Federal Regulations, a copy of this letter, the
enclosures, and your response to this letter will be placed in the NRC's
Public Document Room, except as follows.
