Dear Mr. Chairman:

In accordance with Title II of the Energy Reorganization Act of 1974, as amended, the Nuclear Regulatory Commission hereby submits its quarterly report on full-time permanent employees hired and promoted for the quarter ending September 30, 1979.

Also provided is a summary of these activities for fiscal year 1979.

A total of 266 employees were hired during Fiscal Year 1979.

Of that total, 16.5% were minorities and 45.1% women, which is an increase over Fiscal Year 1978 (14.1% minorities and 44.7% women). At GS-ll and above there were a total of 131 new hires, with minorities and women each representing 11.5%.

This is an increase for minorities compared to Fiscal Year 1978 (8.0%), and a slight decrease for women (12.6% in Fiscal Year 1978).

There were a total of 584 promotions in Fiscal Year 1979.

Of that total, 15.2% were minorities and 43.3% women.

These percentage. are higher than Fiscal Year 1978 (12.1% minorities and 41.3% women).

At GS-ll and above minorities received 10.2% of promotions (8.2% in Fiscal Year 1978) and women 17.7% (16.0% in Fiscal Year 1978).

The enclosed tables sunmarize information on the numbers of minorities and women hired and promoted in Fiscal Year 1979 compared to Fiscal Year 1978 and provide details.

During Fiscal Year 1979, there were no changes to flRC procedures fcilcwed in preparing job descriptions, informing potential applicants, and selections at grades GS-ll and above.
