AUG 2 31979 MEMORANDUM FOR:

Edson G. Case, Deputy Director, NRR FROM:

Domenic B. Vassallo, Acting Director, DPM

SUBJECT:

RECOMMENDATIONS FOR FUTURE ACTIVITIES OF TASK A-24 (ENVIRONMENTAL QUALIFICATION)

This is in response to your memo of July 16, 1979, inwhichyoureque5ted comments on various options cited in Steve Hanauer's memo of July 6,1979.

We appreciate the manpower difficulties related to the continuation of Task A-24 as originally proposed.

However, based on the past experience we have had in closing out the issue of environmental qualification on operating license applications when there is significant pressure to complete the review, we would have some difficulty in accepting Option 2.

Our major concern is the loss of momentum we apparently have begun, especially with the participation of ORNL. Therefore, our recommendation is '.o essentially proceed along the lines of Option 1, but with a reduced effort by ORNL and our technical staff. As I previously indicated, once an effort has been stopped, especially one as involved as this, it is difficult to pick up again to meet an OL schedule.

As Steve Varga indicated in his memo of August 13, 1979 to Steve Hanauer, DPM would be willing to provide some project management support, if this is considered a feasible alternative.
