Technical Specification 3.9.B.4 states that "From and after the date that one of the diesel generators or associated e me r y,e n c y busses and eLther the emergency or startup power source are made or found to be inoperable for any reason, continued reactor operation is permissible in accordance with Specification 3.S.F provided the other off-site source, startup transformer and emergency transformer are available and capable of automatically supplying power to the 4 KV emergency busses and the AEC is notified within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of the occurrence and plans for restoration of the inoperable components".

';e s c r i,p t i o n of the Event:

Prior to the occurrence, Unit 2 was shutdown for a maintenance outage and linit 3 was operating at approximately 903 power. Unit 3 start up source was out of service and a safety block was beIng applied to permit routine preventive maintenance on the t rari smis s ion system. During this period, the E-2 diesel was running and supplying load on the E-23 emergency bus as a redundant source to ensure plant reliability. At 5:58 AM, a hydraulic fitting on the diesel control oil system developed a leak causing loss of control oil and a diesel trip.

Consequences of Event:

The E-2 diesel trip resulted in reactor operation with one itactop source and one diesel generator out of service. The trLp also caused a half scram and half isolation on I! n i t 3. The E-23 bus van immediately raenergized from the remaining off-site power source. The startup source that was out of service was restored by 6: 45 A rt . Safety significance is minimal due to the short period of time involved and because it is a permitted degraded condit ion.

Cracks in a hydraulic fitting on the diesel governor booster out19 port cuased a loss of governor control oil which resulted in the trip)ing of the E-2 diesel.

Corrective Action:

The leaking governor fLtting was replaced. The diesel waa succe ,4rully tested and restored to service by 5:00 PM. The ren.iiuiun diesels were inspected for similar leaks, none were
