Dear Mr. Finfrock:

In 1974, the NRC requested that all power reactor licensees submit standard administrative control requirements.

A portion of these requirements relating to the supervision of core alterations required that core alterations would be directly supervised by Licensed Senior Reactor Operators with no concurrent duties.

In response to your apolication dated December 3,1974 as suoplemented by letter dated May 30, 1975, Amendment No.10 to Provisional Coerating License No. DPR-16 for the Oyster Creek Nuclear Generating Station was issued January 16, 1976. This amendment incorporated the standard administrative control requirements in the Technical Specifications.

Your application noted that Section 6.2.2(d) had been modified in accordance with 10 CFR Part 54.5 and your station procedures.

Specifically, you added a phrase to specify a Licensed Reactor Operator be assigned to manipulate the fuel grapple in lieu of requiring a Licensed Senior Reactor Operator with no concurrent responsibilities to directly supervise core alterations.

The NRC examination for a Senior Reactor Operator covers cace alterations while the examination for a Reactor Operator does not, therefore a Senior Reactor Operator knowledgeable in the affects of core alterations should direct refueling activities.

During a major outage the currently required Senior Reactor Onrator (assigned as the Shift Supervisor) can only devote a portion of time to any single activity because of the large number of activities he is responsible for.

For examole, the administrative burden on the Senior Reactor Operator (Shift Supervisor) during a refueling outage includes several catagories of work such as plant modifications, planned maintenance, preventative maintenance, annual overhaul, and in-service inspections.

Light Company February 5,1979 can not give refueling activities the attention that they warrant and a second, suitably qualified, person should be provided to direct these activities.

Accordingly, we request that you propose a change to your Technical Specifications to adopt the wording:

ALL CORE ALTERATIONS shall be directly supervised by either a licensed Senior Reactor Operator or Senior Reactor Operator Limited to Fuel Handling who has no other concurrent responsibilities during this operation.

Your application for this license amendment should be submitted 90 da/s prior to the next refueling outage.
