Dear Mr. Bixel:

The Commission has issued the enclosed Amendment No. 22 to Facility The Operating License No. DPR-6 for the Big Rock Point Plant.

amendment consists of changes to the Technical Specifications in response to your request dated December 27, 1978, as supplemented by letter dated January 12, 1979.

The amendment changes certain provisions in Section 6 of the Technical Specifications to reflect a revised plant organizational structure.

The stated purpose of the change is to conform Figure 6.2-2 of the Technical Specifications to the guidance of ANSI N18.7-1976 and to provide flexibility which will allow more efficient operation of the plant.

The plant organization chart, Figure 6.2-2 now has five line supervisors reporting directly to the Generating Plant Superintendent-Nuclear.

These are the Operators Superintendent, Maintenance Superintendent, Administrative Supervisor, Health Physicist, and Technical Superintendent.

The revision would delete the Administrative Supervisor and functions These reporting to this supervisor from the Technical Specifications.

The positions of Administrative Supervisor, Stockman, and Office Personnel are not directly related to plant safety. Therefore, we have no require-ment that such positions exist and their deletion from the Technical Spect-fications would have no effect on plant safety. The proposed revision would require that the security force will be supervised as described in the Plant Security P1an. This change would be consistent with current NRC practice which places security force requirements in the Security Plan rather than in the Technical Specifications. This change in manner of specifying requirements would have no adverse effect on the security plan.

Mr. David Bixel January 30, 1979 The revision would also allow the positions of Operators Superintendent and Maintenance Superintendent to be combined under one individual.

In addition, it would delete the organizational relationship and specification of two of the positions now reporting to the Operators Superintendent and all the positions reporting to the Maintenance Superintendent, Health Physicist, and Technical Superintendent.

Instead, the revised specification would specify the required safety related discipline which must be represented by the staff and would require that the personnel supervising these disciplines report to the Generating Plant Superintendent-Nuclear or to an individual who reports directly to the Generating Plant Superin-tendent-Nuclear. The change would therefore provide flexibility in the organization without affecting the number and type of technical disciplines or the reporting level of the supervisors of these disciplines. In the event the positions of Superintendent Operators and Maintenance Superintendent are combined in accordance with Figure 6.2-2, the individual holding both positions serves as a single voting member of the Plant Review Committee (Specifi-cation 6.5.1.2).

The guidance used by us in determining acceptability of the plant organization is contained in Regulatory Guide 1.33, Quality Assurance Program Requirements (Operation). The proposed organizational change would conform to the Regulatory Guide criteria. We have concluded that the proposed changes are administrative in nature, do not reduce the effectiveness of the management or safe operation of the Big Rock Point Plant, and are therefore acceptable.

The amendment applies to the organizational structure and therefore does not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant environmental impact. Having made this detemination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR 5 51.5(o)(4) that an environmental impact statement, or negative decleation and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

Mr. David Bixel January 30, 1979 Since the amendment applies to the organizational structure, it does not involve significant new safety information of a type not considered by a previous Commission safety review of the facility.

It does not involve a significant increase in the probability or consequences of an accident, does not involve a significant decrease in a safety margin, and therefore does not involve a significant hazards consideration. We have also concluded that there is reasonable assurance that the health and safety of the public will not be endangered by this action and that the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.

A copy of the related Notice of Issuance is also enclosed.
