Ouring the period frc:a Septemoer 5,1974 through January 24, 1975, there have been 11 unplanned radioactive gas releases due to an apparent desi;;n deficiency to the plant vent header.

These releases have been tnrough tce ventilation system via blawn loop seals on various components floating on the plant vent header. The licensee has consulted with the architect engineer and contracted a consultant to evaluate the apparent deficiency and reccccend design changes to the vent header and/or associated syster.s.

This apparent deficiency represents a significant variance from the per-formance specifications described in FSAR section 11.2.2.4.

Tne loss of loop seal on January 23-24, 1975 resulted frc= a 10 gpa valve packing leak-off to the reactor coolant drain tank. Tecnnical Simcificatien 3.1.5.8 permits leakage of this type at rates up to 30 gpa.

ile concur with IE-1 that the 30 gpm licit should be appropriately reduccd until the licensee has completed modifications and demonstrated syttem design acequacy.

Tne IE inspector at the site on Feoruary 27, 1975 coserved that the licensee has nct initiated corrective action.

IE Reconmendations and Procosed Course of Action:

1.

Toe Division of Reactor Licensing will detemine if a desicn deficiency exists.

2.

The Division of Reactor Licensing util determine if temporary changes to technical specifications or other restrictions are required.
