Gentlemen:
Thank you for your letter dated March 14, 1979, informing us of the
steps you have taken to correct the noncompliance identified in our
letter dated February 14, 1979. With respect to your corrective action
for Item No. 1 of Appendix A, your reply was incomplete in that
corrective action taken to avoid further noncompliance did not fully
describe what action would be taken to prevent recurrence.
That is,
your reply did not mention how your future vendor inspections will
preclude repetition.
In a telephone conversation on March 28, 1979, between Mr. H. A. Walker,
of your staff, and Mr. H. S. Phillips, of my staff, I understand that
your corrective action will also include emphasis on inspections at
vendors.
It is also our understanding that in addition to your inspection
of the subject pipe whip restraints, you also have inspected other items
furnished by the same manufacturer. We will examine your corrective
action during a future inspection.
Your cooperation with us is appreciated.
