This inspection of Enrico Fermi Unit 2 Site Construction activities was performed by Messrs. I. T. Yin, J. F. Suermann, and K. R. Haidu on January 24 - 26, 1979.

Only the cited infractions mentioned in your report are discussed in this reply, as required by Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations. The unresolved items have been acted on. Wa will be prepared to re-port in detail on our progress and corrective action on these matters to your inspectors on their next visit.

The enclosed response is arranged to correspond to the sequence of itetes cited in the body of your report. The finding numbers from the report are referenced as well as the section numbers and sub-headings.

We trust this letter satisfactorily answers the concerns raised in your report. We shall be glad to discuss any further points that you may have.

Response to NRC Report No. 50-341/79-03 Statement of Infraction 79-03-01 Appendix A, Item #1 Section I, Paragraph 1 ( a -d)

Infraction: Contrary to 10CFR50, Appendix B, Criterion VII, adequate measures were not established to assure that purchased material, equipment , and services, whether purchased directly or through contractors and sub-contractors, conforms to procurement docu-ments. A reinspection of shop welds on four beams supplied by Schreiber Manufacturing Company, in-tended for use on the Steam Tunnel Lower Pipe Whip Restraint Structure, indicated that some areas of the welds did not meet the procurement documents.

Corrective Action Taken and Results Achieved Both Wismer and Becker and Daniel Q.C. personnel reinspected the Schreiber Whip Restraints and issued DDR # (W) 2638 on March 8, 1979. This DDR addressed the actual deviations on Schreiber Whip Restraints; A 3101, A 3104, A 3108, A 3113, B 3113, A 3116, and A 3117. Whip restraint A 3110 was reinspected on March 9, 1979 and deviations documented on DDR # (W) 2642. Hold tags have been placed on all twelve (12) Schreiber beams and no further work shall be performed until the applicable DDR's are dispo-sitioned according to Project Procedures.

Corrective Action Taken to Avoid Further Noncompliance The manufacturer was notified by Edison of the problems found with the beams they provided to the project. However, the Schreiber Manufacturing Company has provided all the beams re-quired to satisfy their present contract obligation.

Date When Full Compliance Will Be Achieved Full compliance will be achieved by July 15, 1979.

  • d Response to NRC Report No. 50-341/79-03 Statement of Infraction 79-03-02 Appendix A, Item 2 Section I, Paragraph 3 (b)

Infraction: Contrary to 10CFR50, Appendix B, Criterion V, Wisner and Becker NDE personnel failed to follow an established Magnetic Particle (MT) procedure (WB-Q-108, Revision 4) and clean a weld of surface defects prior to testing.

Corrective Action Taken and Results Achieved The weld will be cleaned as required by WB-Q-108 and re-exami-ned by 3-20-79. Structural welds which have been previously examined by the inspector who performed the MT on Field Weld SB Top, will also be re-examined for any evidence of the cited procedural violation by 3-20-79.

Corrective Action Taken to Avoid Further Noncompliance The MT examiner will be requalified. If he fails requalifi-cation, all welds previously examined by him will be re-exami-ned. Requalification examination will be administered prior to 3-20-79.

Date When Full Compliance Will Be Achieved Full compliance will be achieved by April 30, 1979.
