SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.15 TO FACILITY OPERATING LICENSE NO. NPF-4 VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION, UNIT NO. 1 DOCKET N0. 50-338 Discussion By application dated March 13, 1979 as supplemented by letters dated July 23, 1979 and July 31, 1979, the Virginia Electric and Power Company (licensee) requested an amendment to the North Anna Power Station, Unit I license.

The Amendment No.13 added a condition to License NPF-4 to authorize a one-time extension for less than a month on (1) Reactor Protection and Engineered Safety Features Response Times and (2) Safety Injection and Containment Depressurization Actuation Testing. The re-quest for this extension was predicated on an expected refueling outage start date of September 15, 1979.

By letter dated September 11, 1979 the licensee has informed the NRC staff that operation of Unit I with its present core is being extended beyond September 15 and that shutdown for refueling is now expected to occur no later than October 5, 1979. Ac;ordingly, the licensee on September 11, 1979 requested that the one time extension granted in Amendment No.13, be changed to permit plant operation to October 5,1979. The net effect of this request would be to permit continued operation at power for an additional twenty days without performing the sur-veillance that wtuld otherwise be required for the areas identified above and in License Condition 2.D(3)p.

Evaluation We have re-examined the bases for our conclusions, as presented in our August 3, 1979 SER which approved the extension to September 15, 1979 and find that these 1100 018 9*

%# bases remain applicable for this limited increase in time.

In discussion with the licensee on September 11, 1979, as confirmed in the licensee's September 11, 1979 letter, we have been assured that, on the basis of subsequent testing of the nature discussed in Section A(2) of our August 3 SER on this matter, no adverse results have been obtained that would reduce our confidence that the affected systems can reascaably be expected to operate as required pending com-pletion of these delayed surveillance tests.

We therefore find that, on thr basis of information submitted by the licensee, the response time and actuation testing covered by the Technical Specifications ider.tified in License Condition 2.D(3)p need not be completed until after October 5,1979 provided that the reactor is not operated in Modes 1, 2, 3 or 4 after that date until such r3sponse time and actuation testing is completed.

Environmental Conditions We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR Section 51.5(d)(4),

that an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

Conclusion We have concluded, based on the considerations discussed above, tha'-

(1) because the amendment does not involve a significant incree..d in the probability or consequences of accidents previously considered or a significant decrease in any safety margin, it does not involve a sigraficant hazards consideration, (2) there is reasonable assurance that the healtn and safety of the public will ntt be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this ame idment will not be inimical to the common defense and security or to the health 2'd safety of the public.
