UNITED STAT"., NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-338 VIRGINIA ELECTRIC AND POWER C0FPANY NCTICE OF ISSUANCE OF AENDENT TO FACILITY OPERATING LICENSE The V..c Nuclear Regulatory Comission (the Comic fon) has issued Amendment No. 15 to Fac ity Operating License No. NPF 4. issued to Virginia Electric and Power Company, which amends the one time basis extension granted as License Condition 2.D.(3)p in Amendment No.13, for the surveillance frequency response time testing of systems, safety injection and containment depressurization actua-tion testing as specified in the Technical Specification to Appendix A of the North Anna ?ower Station, Unit No.1 (the facility). The effect of this amendment is to permit continued facility operations for an additional twenty (20) days, to October 5,1979, the date by which the facility must now be shutdown to perfom these tests. October 5 is also the date by which the facility will begin its first refueling outage.
The application "or the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's regul ations. The Commission has made appropriate findings as required by the Act and the Comission's regulations in 10 CFR Chapter I, which are~ set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideratio,n.

The Commission has determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in eny significant environmental impact. Having made this determination, it has further been concluded that the amendment involves an action which is insignificant frca the standpoint of environmental impact and, pursuant to 10 CFR Section 51.5(d)(4), that an environmental impact statement or negative declaration and e'vironmental impact appraisal need not ce prepared in connec-tion with the issuance of this amendment.
