At the end of FY 1978, the Nuclear Regulatory Comission had a carryover of 54'.0M of unobligated and uncommitted funds, or approximately 2% of the FY 1978 obligational availability.
These funds resulted from a combination of deobligation of prior year funds due to underruns on completed con:racts, progra:matic changes, and from actual obligations on active c:ntrac s that were lower than originally estimated.
The Cos;rnission has identified the neet' to apply these carryover funds to priority unfunded reaci-e::ne.nts as shown in the enclosure.
The items involved also represent a eas of specific Congressional interest as expressed in the Authorization Act for FY 1979 or legislative history.
There is contractual urgency associated with som of the items and we would appreciate your early c nsiceration of them.

NRC is curren:ly performing an ager.cy-wide assessment of its planned programs and their relative priorities ir. an effert to determine an appropriate course of actio for continuing srpoo-t tc Congressionally-directed initiatives and on program reouirements that have evolved since our budget was sent to the Congress a year ago.
