.;.t At the end of F'Y 1978, the Nuclear Regulatory Comission had a carryover of S4.0M of unobligated and uncomitted funds, or approximately 2% of the FY 1978 obligational availability.

These funds resulted frofil a combination i

of deobligation of prior year funds due to underruns on. completed contracts, programatic changes, and from actual obligations on active contracts that were lower than originally estimated.

The Commission has

' identified the need to apply these carryover funds to priority unfunded requirements as shown in the enclosure.

The items involved also represent areas of specific Congressional interest as expressed in the Authorization Act for FY 1979 or legislative history.

There is contractual urgency associated with some of the items and we would appreciate your early consideration of them.

The planned application of the unobligated balances provides for some of the Congressionally-directed initiatives.

NRC is currently performing an agency-wide assessment of its planned programs and their relative priorities N

in an effort to determine an appropriate course of action for continuing support to Congressionally-directed initiatives and on program requirements that have evolved since our budget was sent to the Congress a year ago.

NRC plans to complete its assessment in the next few weeks and submit its proposed reallocations te the appropriate Cormiittees.
