contracts that were lower than originally estimated. The Comissien has 1
identified the need to apply these. carryover. funds to priority'unfunded -

- I requirements as shown in the enclosura. The items involved also represent-
~1 areas of specific Congressional interest as expressed in the Authorization 1
Act for FY 1979 or legislative history.
There is conuractual urgency

associateo with some of the items and we would appreciate your early

' The planned application of the unobligated balances provides for some of i
the Congressionally-directed initiatives.
NRC is currently performing an t
agency-wide assessment of its planned programs and their rehtive priorities 1
in an effort to determine an appropriate course of action he continuing i
support to Congressionally-directed initiatives and on program requirements i
that have evolved since our budget was sent to the Congress a year ago.

NRC plans to complete its assessment in the next few weeks and submit its i
proposed reallocations to the appropriate Committees.
