At the end of FY 1978, the Nuclear Regulatory Comission had a carryover I) of $4.0M of unobligated and uncomitted funds, or approximately 2% of the
-2 FY 1978 obligational availability.
These funds resulted from a combination
'l of d,eobligation of prior year funds due to underruns on completed 3
contracts, programatic chsnges, and from actual obliga'tions on active
~#
contracts that were lower than originally estimated.
The Comission has
, identified the need to apply these carryover funds to priority unfunded ~
W requirements as shown in the enclosure' The items involved also represent
~
areas of specific Congressional interest as expressed in the Authorization r
Act for FY 1979 or legislative history. There is contractual urgency
-A associated with some of the items and we would appreciate your early a
consideration of them.
The planned application of the unobligated balances provides for some of
~
the Congressionally-directed initiatives.
NRC is currently performing an 3
agency-wide assessmant of its planned programs and their relative priorities
[
in an effort to determine an appropriate course of action for continuing support to Congressionally-directed -initiatives and on program requirements
-i that have evolved since our budget was sent to the Congress a year ago, i
NRC plans to compl.ete its assessment in the next few weeks and submit its
{
proposed reallocations to the appropriate Conmittees.
