Dear Mr. Madsen:

This letter is to clarify a misconception stated in the above-referenced report. Specifically, page 4 of the report states that

". . .it was the URC's understanding, based upon previous inspections ,

that an annual audit frequency voald be established for the environ-mental, chemical and special ecological study programs including the various contractors."

It is the Omaha Public Power District's position that annual audits of the subject contractors are unnecessary and are not required by the District's Quality Assurance Program. Section 17 18, entitled Audits, of the program commits to " planned and periodic audits" which include these contractors. It further states that "such audits on...

contractors. . ." vill be perforr.ed "as necessary to provide an objective evaluation of the ef fectiveness of their programs. . . ."

It is the District's intention to continue to audit our contractors on a periodic basis and to determine the audit frequency based upon contractor performance and utilization of them. This approach conti-nues to be satisfactory to assure the quality of contracted environ-nental, chemical, and special ecological work performed for the Dis-trict.
