Dear Mr. Madsen:

In response to the above-referenced inspection report, the Omaha Public Power District herein submits comments to indicate the status of the reported item of noncompliance.

De ficiency Based upon the results of the NRC inspection conducted Hovember 20-22, 1978, it appears that one of your activities was not conducted in full compliance with NRC requirements as indicated below:

Contrary to Technical Specification 1.2.2.b, the pH of the liquid chemical releases from the vaste lagoons were outside the range of 6.0-9.0 units on numerous occasions during the period January to November, 1978.

Response

(1) Corrective actions which have been taken by you and the results achieved.

The District has developed a conceptual design to perform modifi-cations to the Fort Calhoun Station chemical lagoons and associated systerm, which will bring the pH of the liquid chemical releases from the lagoons within the rangea specified in the NPDES permit and Fort Calhoun Technical Specification limits. There actions were taken, in addition to previous unsuccessful attempts, to resolve this item of noncompliance.

(2) Corrective actions which vill be taken to avoid further items of noncompli ance.

As noted in item (1) above, a plan for modifications to correct the problem has been prepared. Phase one of the plan calls for batch releases from the existing ponds. Prior to release, the pH will be 7 9 0 2 0 8 0 0 C)1

Mr. Glen Madsen January 5,1979 Page Two adjusted and suspended solids settled, in order that pernit require-ments are satisfied. In order to provide for neutralization, a re-circulation system vill be installed. These modifications are ex-pected to be installed and operable by June 30, 1979, and should per-manently resolve this item of noncompliance.

Phase two of the plan calls for an evaluation of phase one opera-tions in terms of operating efficiency and cost effectiveness. Should this installation prove to be inadequate, then a permanent retention pond with zero dischar6e may be installed, dependent upon obtaining the necessary peraits and approvals and obtaining an acceptable design.

(3) Date when full co=pliance vill be achieved.
