In response to II Bulletins 79-C6 and 79-063, the C=aha Public Pcver District cennitted to providing, en an interin basis, an addi-tional operator in the control rocm who veuld be able to give his i=-

mediate attention t, feedvater control, with no concurrent responsibi-lities, during transients requiring such acticns. This operator was in addition to the two licensed operators assigned to the contrcl rocs whenever the reactor coolant system is above 3000F.

As a result of discussions with members of your staff on June 12, 1979, and concistent with the Nuclear Regulatory Cec =ission's position on other operating plants (reference letter dated June 7, 1979, from Mr. Robert W. Reid, Chief, Operating Reactors Branch No, h, Division of Operating Reactors , U. S. Nuclear Regulatory Cou=issien, to 56. W. G.

Consil, Northeast Nuclear Energy Oc=pany), the C=aha Public Power Dis-trict hereby notifies you that, effective June 17, 1979, the folicving acticn vill be taken. (This action modifies cur previous con =ittent, requiring an additicual centrcl rocs operator with responsibilities as described above. )

Instructions will be issued to ensure that at least two cperators per shift are designated to prc=ptly initiate and verify auxiliary feed-water flew to the steam generator (s), if and as required during transient and accident situations. At least ene of the designated operators vill be in the centrol rocs at all times when the auxiliary feedvater system is required to be operable. The first operator to assume this respcn-sibility would be dedicated during such transients and accidents to en-sure the availability of the steam generater(s) to recove deca; heat frem the reacter and, at such times, would have no cencurrent duties until the steam generator level (s) are returned to stable or normal 2348 017 p
