The inservice test progran for pumps and valves was not described in the December 22, 1978 letter.
The attachment to this letter conprises a descrip ion of the Big Rock Point inservice test progran for pumps and valves and requests for relief from specific code requirements. The attached prcgran is based on the 1977 edition of the ASME Boiler and Pressure Vessel Code including Addenda through Sunner 1978.
Your review of the attachment and approval of the requests for relief therein is requested.

I'JP TES"'ING Pumps provided with emergency power sources are required to be tested. This includes pumps powered by the emergency diesel generator, the two core spray pumps and the electric fire pump, and the self-powered diesel fire pump.
Tests to be perforced on these pumps are as f>llows:
1.
Core Sprt/ Pumps - The pumps will be tested once each reactor shutdown for refueling. See request for relief.
2.
Electric Fire Pump - The electric fire pump will be tested at least once per =cnth.
3 Diesel Fire Pump - This pump will be started and run at least conthly.
The parameters to be ceasured during these tests are tabulated below.

RELIEF REOUEST Item: Relief request for core spray pumps.
Test Requirement: Monthly during plant oper ation and within one week after plant start-up if not tested during the shutdown.
4 Basis for Relief:
These pumps are part of the Energency Core Cooling Systea.
Testing during power operations would require a valve _
lineup which would preclude their performing their re-quired function after a loss of coolant accident (L3CA).
In the event of a LOCA, areas which must be entered to change this valve lineup would be untenable.
In addition, tes;ing during power operation wou' d require personnel entry into the very nigh radiation area directly beneath the reactor vessel.
Alternate Testing:
Once per reactor shutdown for refueling.

partial stroking of +he valve is possible during testing.
Alternate Testing:
Exercise the depressurization valve each reactor cold shutdown, but not more frequently than three months. This exercising will only entail a partial stroking of the valve.
