APPENDIX A NOTICE OF VIOLATION Duke Power Company License No. CPPR-167 Cherokee Base.d on the NRC inspection October 9-12, 1979, certain of your activities were apparently not ecnducted in fuil compliance with NRC requirements as indicated below. These ite.ns have been categorized as described in correspondence to you dated December 31. 1974.

A.

As required ty Criteriva XVII of Appendix B to 10 CFR 50, and implemented by the DPC Topical Report, paragraph 17.1.17, sufficient records must be maintained to furnish evidence of activities affecting quality.

DPC Construction QA Procedure M-71, Rev. O, paragraph 4.11.B, requires a welding inspector to perform periodic surveillance of containment welding variables and to document these inspections on form M-71F.

Contrary to the above, on October 11, 1979, welding parameter surveillance inspections were being performed but documentation was not accomplished for any containment welding surveillance inspections.

This is a deficiency.

B.

As required by Criterion V of Appendix B to 10 CFR 50, and implemented by the DPC Topical Report, paragraph 17.1.5, activities affecting quality must be accomplished in accordance with established procedures.

DPC Construction Procedure CKP-8, Rev. O, paragraph 4.6 requires that all electrode stubs be returned to rod issue stations and deposited in marked containers.

Contrary to the above, on October 11, 1979 many electrode stubs were present in an unmarked trash can in the Unit I containment fabrication area. There was no evidence that the welding material had been utilized out of the trash can.

This is a deficiency.
