Subject:

Longitudinal Weld Defects in ASME SA-312 Type 304 Stainless Steel Pipe Spools Manufactured by Youngstown Welding and Engineering Company

Dear Sir:

In response to your request, we offer the following response and proposed program:

1.

ASME SA-312, type 304 welded (without filler metal) pipe manufactured by Youngstown Welding and Engineering Company has been and is being used in safety-related systems on the Seabrook Project.

2.

We have identified 122 spools and 14 fittings which have been fabricated and are designated for installation in the diesel-generator cooling water, containment spray, condensate to the emergency feedwater pumps and spent fuel pool cooling and cleanup systems.

3.

We propose to ultrasonically test the subject pipe in accordance with Dravo procedure ESM-UT-4.

The pipe and fittings will be tested on a sample basis.

The sampic size to be tested is 20, based on a lot size of 136.

This sampling plan is based on Table I, 7906290ggy 2142 139 1000 Em St. P.O Box 330 Mancheste,, NH C3105 Tem GO3/GG94C,00

US Nuclear Regulatory Commission Page 2 SB-7759 General Inspection Level II, of MIL-STD-105D, Sampling Procedures and Tables for Inspection by Attributes.

The lot size is based on the total number of spools (122) and fittings (14).

Although the pipe and fittings are manufactured from various heats, we do not believe this is a significant factor in the welding problem and will not be considered in determining lot size.

The acceptance criteria for the ultrasonic test is detailed in Dravo procedure ESM-UT-4.

If the accept-ance criteria is not met, 100 percent examination of the entire lot will be performed.

5.

A detailed report on the results of the examination will be submitted to both Regional and Washington Offices of Inspection and Enforcement by July 18, 1979.

This report will include identification of piece number, system, size, ASME class, design pressure and temperature and building location as well as the results of the examination.
