This refers to the telephone conversations between Mr. Ivan Finfrock, Vice President, Jersey' Central Power and Light Company, and Mr. James M.

Allan, Deputy Director, U.S. Nuclear Regulatory Commission, Region I, on April 23 and 25, 1979. These telephone conversations relate to our continuing concerns about the status and rate of improvement of the Radiation Protection Program at your Oyster Creek Nuclear Generating Station.

With regard to the matters discussed in the referenced conversations, we understand that you have undertaken or will undertake the following actions:

1.

The application of additional management attention to your Radiation Protection Program, including the following:

a.

The assignment of a corporate representative to the site, by May 15,1979. This individual, who may be a consultant, will be well qualified and experienced in managing the implementation of Radiation Protection R[ograms at large, complex facilities, including operating nuclear power plants, and will meet fully all of the requirements in'your Technical Specifications for Radiation Protection Managers., He will advise and make recom-mendations to the Station Supei'intendent on all matters regarding the implementation of the Radiation Protection Program, and will make written, weekly reports of his activities to the Manager of Nuclear Generation.

The assignment of additional qualified persons from outside sources by May 15, 1979, to supervise the day to day implementation of the Radiation Protection Program on each shift. The purpose of this interim special assistance is to assure both prompt and long term actions in correcting identified program weaknesses in management and administration of the shift HP program including: control of high radiation areas, radiation surveys, personnel monitoring, conformity to procedures, improvements in procedures, control of contamination, and ALARA program practices. These persons will meet fully the requirements in your QA Plan for supervisors.

2.

The preparation of a detailed plan for upgrading the Radiation Pro-tection Program at your Oyster Creek Nuclear Generating Station.

This plan is to include identification of weaknesses in the existing program, specific and detailed actions to correct these weaknesses, a schedule for implementing these actions, controls to assure actions are completed by the seneduled dates, and provision for periodic reports to the Manager of Nuclear Generation. This plan will be available for review by our inspectors by June 1,1979.

3.

The establishment and conduct of additional radiation protection training for personnel performing work in radiation areas, and for those providing health physics coverage. This training, which will be primarily conducted by qualified personnel from outside sources, will be formal and will specifically address both routine site activities and operations involving the maintenance, repair, and handling of radioactive or contaminated equipment or materials.

It is understood that this training program will receive high priority and will be initiated no later than June 1,1979 and completed by August 1,1979.

4.

Prepare a detailed written report, including dose assessment and whole body counting results of an occurrence of personnel contamina-tion on March 16, 1979. This report is to be available for review by our inspectors by May 4,1979.
