On August 4, IP received the attached license application from Westinghouse.for the export of reactor co=ponents to the Philippines.
We have forwarded the application to the Executive Branch for review, althou1h it is doubtful that NRC will be able to act on this applica-tion vi advance of final action on the related facility export license application (XR-120).
In accordance with our memo of July ll, I would appreciate NRR's review of the list of Westinghouse components with a determination as to which of the components are " specially designed or prepared for use in a nuclear reactor" and therefore subject to specific export licensing requirements (see 10 CFR Part 110, Appendix A).
In our view, many of the components are not specially designed or prepared (e.g., crane girders, cables, etc.) and may therefore be exported under general license.
Your response by August 21 would be appreciated. Westinghouse has provided IP with several volumes of specification sheets for the ccuponents which we can make available to you if necessary to complete your review.
