REVIEW OF PROPOSED EXPORT OF COMPONENTS TO THE PHil.lPPINES This is in response to your memorandum of August 9, 1978 regarding the subject matter. We have reviewed the li st of components, at-tached to Westinghouse's application for an export license dated August 4,1978 (enclosed) against the criteria of 10 CFR Part 110, Appendix A.
It is our view that the components listed in Exhibit A of the Westinghouse license application are not specially designed or prepared for use in a nuclear reector and therefore, may be exported under general license. However, the components listed in Exhibit B are identified as NSSS components; therefore, strict application of Criteria (a)(9) of 10 CFR 110, Appendix A would indicate that these components would requi re a speci fic license for export.
