NOTICE OF VIOLATION Georgia Power Company License No. FPF-5 Based on the NRC inspection on December 16-19, 1978, January 1-3, January 29 -

February 9,1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.

A.

As required by Technical Specification 6.9.1.9, observed inadequacies in the implementation of admininistrative or procedural controls which threaten to cause reduction of degree of redundancy provided in engineered safety feature systems shall be the subject of a written report to the Director of the Regional Office within thirty days of occurrence of the event.

Contrary to the above, the fact that in early November, 1978, the high pressure coolant injection (HPCI) and reactor core isolation cooling (RCIC) were both inoperative during reactor operation due to an erroneous interpretation of what constituted operability was not reported as required.

This is an infraction.

B.

As required by Technical Specification 6.9.1.8, the performance of structures systems or components that requires remedial action or cor-rective measures to prevent operation in a manner less conservative than assumed in the accident analyses shall be reported within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> by telephone and confirmed by telegraph, mailgram, or facsimilie trans-mission to the Director of the Regional Office, or his designate, no later than the first working day following the event, with a written followup report within 14 days.

Contrary to the above, the inability of both Loop A and B recirculation pumps to satisfy minimum acceptance cr'.teria on flow coastdown test on November 23, 1978 was not reported as required.

This is an infraction.
