Dear Mr. O'Reilly:

Enclosed is our response to J. T. Sutherland's December 7, 1978, letter, RII:LLJ 50-259/78-30, 50-260/78-33, 50-296/78-31, concerning an activity at Browns Ferry Nuclear Plant which appeared to be in noncompliance with NRC requirements.

We have reviewed the above inspection report and find no proprietary information in it.
