LER ATTACID!ENT - RO NO. 2-80-25 Facility: BSEP Unit No. 2 Event Date: !! arch 18, 1980 The amendment on the shorting links was telecopied to the 91 ant in an effort to expedite the unit refueling. The plant procedure used eo distribute Tech-nical Specifications and to ensure that all plant procedures requiring a change as a result of the amendment did no: cover this situation. This procedure is being revised such that all amendments to Technical Specifications are properly reviewed for required procedural changes before the amendment is issued.
