SUBJECT:
COMMISSION mat @GEMENT STUDY I note that the personnel meeting agenda includes for a later date a ciscussion of the Commission Management Study.
I recor: mend we request C?E in conjunction with OGC to draft an RFP along the lires of the cuestions.in OPE's July 12, 1979 memo, as modified by the co::ments bel ow.
After we receive the draft, we could ask for co=ents from specific senior staff officers.
Question 10, page 5 of OPE's memo suggests that the stu:tr shou'd address tne functions and relationships of the EDO and program v.Tices.
I believe this c,uestion is of such a magnitude that it may require a separate study, and therefore recommend that it not be addressed in this s:udy.
I believe the study should be confined to Office of the Conmissioners anc any necessary assumptions concerning the functions and relationships of the EDO and staff offices should be explicitly stated.
This does not mean that all of the study's recommendations should assure the current fanctions and relationships, but rather that other assumed arrangements snould be stated and not evaluated.
Likewiss on cuestion 13 (impact of geographical separatinn), I do not believe that geograpnical separation should be part of : e scope of work, but rather addressed only when it impacts on'the escommendations.
