Dear Mr. Lundvall:
The Commission is issuing the enclosed Safety Evaluation to document our analysis of the acceptability of Cycle 3 operations of Calvert Cliffs Nuclear Power Plant, Unit No. 2, with sleeved guide tubes in fuel assemblies under Control Element Assemblies (CEA).
Our analysis is based on the staff observation of the inspection program at the plant site on October 29, 1979, and your submittals of July 11, September 7, October 10, and November 12, 1979, which document your inspection program, the results of the inspections, and the recrimping of sleeves previously crimped in irradiated fuel assemblies.
Based on our review, we conclude that the facility may be operated at the licensed power level through Cycle 3.
We concur with the Combustion Engineering recommendation to lift the limitation that prohibits control rod movement when the reactor coolant system is below 400 F.
The continued acceptable performance of the CEA and the CEA guide tube sleeves will need to be evaluated at the end of Cycle 3 and each cycle until a permanent repair is identified.
Your staff has agreed to pro-vide such an evaluation program at least 90 days prior to the shutdown of Calvert Cliffs, Unit No. 2, for the Cy:le 4 reload outage. Although our staff continues to consider the sleeving of CEA guide tubes an interim repair, in recent discussions with your staff we suggested the possibility of developing Technical Specifications to control this mode of operation in the interim period.
Such a Technical Specification proposal should include specifications on the sleeve design and installa-tion and on surveillance requirements for inspections to be performed each refueling. This type of proposal could be made anytime and would require about 90 days to evaluate.
