This refers to your letter dated January 2,1979, in response to our

letter dated December 4, 1978.

You are correct in stating that the height requirements for High Radiation

Area barricades or doors is not addressed, however, the key part of

Technical Specification 6.13.1 is that the doors will "... prevent un-

authorized entry into such areas...."

In order to meet the requirements

of this specification, the locked doors or barricades must be substantial

enough to prevent unauthorized entry of a person without the use of any

tools or equipment to defeat the barricade.

Since you had correctly identified these High Radiation Areas, took

steps to meet the intent of Technical Specification 6.13.1 by locking

the existing gates, and no evidence of unauthorized entry into these

areas has been identified, this item of noncompliance is reduced to the

category of a deficiency.

We understand that corrective action is an progress to provide more

substantial barricades for the High Radiation Areas in question and that

entry into these areas will be control? ad in such a manner as to meet

the requirements of 10 CFR 20.203(c)(2)(iii)(3). These actions will be

examined during a subsequent inspection of your licensed program.
