This refers to your letter dated December 29, 1978, in response to our
letter dated December 12, 1978.
Thank you for informing us of the corrective and preventive actions
documented in your letter. These actions will be examined during a
subsequent inspection of your licensed program.
In regard to your comments concerning Item 2 of the report, we acknow-
ledge that the Rad-Chem Foreman did indicate to our inspector that the
company's review of the qualifications of the contractor persor nel had
not been completed.
The observations by our inspector, as stated in the
report, were not intendeu to infer that unqualified personnel may have
been inadvertently placed in responsible positions.
As you will note,
our followup 'n this area indicated that you were in compliance with the
Technical Specification at the time of the outage.
If you have further
questions in this area, we will be pleased to discuss them with you.
