Short-Term Lessons Learned Recommendations
Dear Mr. Denton:
This letter supplements Florida Power Corporation's letters of October 17, 1979, November 17, 1979, January 11, 1980, and February 6, 1980, concerning the implementation of the NUREG-0578 Lessons Learned Recommendations and the Conmission's January 2,1980, Show Cause Order.
In our Febru6ry 6,1980 cocmunication to you, Florida Power Corporation re-quested an extension of the February 15, 1980 implementation date for Item 2.1.4, Diverse Containment Isolation until March 31, 1980.
This action was requested due to an identified potential unsafe operating condi-tion and was consistent with the exemption granted on February 1, 1980, for Item 2.1.3a, PORV and Safety Valve Direct Indication.
On February 7, 1980, we received a copy of the Department of Energy's, Economic RegulCory Administration February 5,1980, report to you concern-ing the electric system reliability in the Florida Subregion.
Based on our review of this document, as well our refueling outage, Lessons Learned implementation, and the other system outage constraints, we have determined that a shutdown of Crystal River Unit 3 on March 15, 1980, for the Cycle 2 Refueling Outage could include all compliance items, i.e., Lessons Learned Implementation, snubber inspection, etc.
We feel this action is in the best interest of our customers as it will insure adequate power is avail-able to meet system load demands during this time frame, and it will allow Florida Power Corporation to complete its implementation of the Lessons Learned Reconmendations prior to our scheduled completion date of March 31, 1980.

Mr. Harold R. Denton Page Two February 8, 1980 It was necessary to make this determination at this time to facilitate ade-quate planning so that an efficient outage can be insured.
Florida Power Corporation feels that an extension of our implementation outage until March 15, 1980 is justified and we will perform the following compensatory measures:
1.
The twenty-eight (28) Containment Isolation valves that can be deactivated in their post-Containment Isolation position without adversely affecting normal plant operation will be deactivated in that position, and 2.
The operator that nonitors the Reactor Coolant System Pressure will monitor the PORV and Safety Valves upon an increase in pres-sure to their respective setpoints and upon a decrease in pres-sure to the Low Reactor Coolant System Pressure Setpoint, will trip the Reactor Coolant Pumps and then close the remaining eight (8) Containment Isolation valves that were not closed by 1) above.
We hope our decision does not in any way impact your decision. concerning shutdown of any o+.her Florida nuclear plants.
