APPENDIX A NOTICE OF VIOLATION Georgia Power Company License No. DPR-5?

Hatch Facility NPF-5 Based on the NRC inspection October 29 - November 2, 1979, certain of your activities were apparently not conducted in full complionce with NRC require-ment s, as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.

A.

As required by 10 CFR 50.70(b)(3) the licensee shall af ford an NRC resident inspector assigned to that site, or any other NRC inspectors identified by the Regional Director as likely to inspect the facility, immediate

'mfettered access equivalent to access provided regular plant employees, following proper identification and compliance with applicable access control measures for security, radiological protection and personal cafety.

Contrary to the obove, on October 29, 1979 an inspector who had been identi-tied by the regional director as likely to inspect the facility, was not provided immediate unfettered access to the facility. The inspector was not permitted to enter the plant and begin the inspection for one hour and fifteen minutes.

lhis is a Deficiency.

B.

As required by Technical Specifications 3.7.B.2 (Unit 1) in-place testing high efficiency particulate air (HEPA) filters and charcoal adsorbers, of laboratory analysis of carbon samples and operational testing of the standby (SBGT) systems shall be performed at least once per operating ps treatment cycle, not to exceed 18 months, or af ter 720 hours0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br /> of system operation.

Contrary to the above, the SBGT system "A" Train was operated 1056 hours0.0122 days <br />0.293 hours <br />0.00175 weeks <br />4.01808e-4 months <br /> between March 18, 1978 and May 9, 1979 without the required in place filter test or laboratory analysis carbon sample.

This is an Infraction and applies to Unit 1.

C.

As required by 10 CFR 20.203(f) requires that each container of licensed nnterial bear a durable, clearly visible label identifying the radioactive contents and providing sufficient information to permit individuals hand)ing or using the containers, or working in the vicinity thereof to take precautions to avoid or minimize exposures.

Contrary to the above, on October 29, 1979, three yellow bags of radioactive material were observed outside the Unit 2 rea' tor water cleanup heat exchangers c

coom without the proper labels.

This is a Deficiency. A similar item was brought to your attention in our letter dated January 26, 1979.
