Dear Sir:
We have reviewed your report regarding the item of noncompliance noted in the referenced inspection report.
This situation was caused by delays that occurred in implementing our training pro-gram.
Difficulties were encountered initially which required study material to be reorganized and rewritten.
This caused a delay of a few months in full implementation.
Most of our person-nel had completed the program requirements by the December 31, 1978 deadline and all had completed it by April 30, 1979.
It is planned to increase management control of this training program this year by delegating responsibility for timely com-pletion of training to the line supervisom of those people working directly with special nuclear material.
This will be accomplished by October 30, 1979 and all training should be completed by the December 31 deadline.
The audit delay which was sited as a deviation from a previous commitment in thf.s inspection report resulted from the inability of the auditor to comply with our pre-commitment.
Corrective measures have been taken by the Nuclear Safeguards Committee.
A schedule of audits has been promulgated for all routine audits that are required under the several facility licenses and advance arrangements are being made with the several auditors that are required.
This new system is functioning at present.
