This refers to your letter dated November 28, 1978, in response to our
letter dated November 6, 1978.
We have reexamined this issue based upon the December 19, 1978 telephone
discussions between Mr. McCabe of this office and yourself and Messrs.
Heider and Conway of your organization.
The item of noncompliance is
hereby reclassified as a deficiency.
We understand iat your procedural
controls over reactor refueling evolutions will be moefied to fully
incorporate the provisions of ANSI Standard N18.7-1976 and resolve the
concerns of this office in sufficient time for our review and verification
of adequacy before the next refueling.
If our understanding is incorrect, please notify us promptly.
