Response to I&E Inspection Report No. 78-22 This letter is written in response to Reference (b) which indicates that one of our activities was not conducted in full cornliance with Nuclear Regulatory requirements. This alleged infraction was noted during an inspection conducted on October 3-6, 1978, at the Vermont Yankee Nuclear Pow u Station in Vernon, Vermont.

Information is sub-mitted as follows in answer to the alleged infraction contained in the enclosure to your letter:

Item - Technical Specification 6.5.A states in part:

" Detailed written procedures... covering areas listed below shall be prepared and approved. All procedures shall be adhered to."

Refueling operations is an area covered by the above specification. Procedure 0.P. 1101, Revision 7, Fuel Assembly Movement, states that Source Range Monitors (SRM) must be continuously monitored whenever fuel is being moved 1.n the reactor vessel.

Contrary to the above, on October 4,1978, fuel bundles N

were inserted into *he reactor vessel while the SRM's were 9

not being continuously monitored.

Response - It has never been the intent at Vermont Ysatee, or a requirement of our Technical Specificatione, to station an operator whose complete attention is freused continuously on a single parameter. We prefer to have instrumentatien continuously monitoring the n4cessary parameters and operator.

1) continuously recorded SRM level on the strip chart recorders; and 2) manually logged SRM level after each in-core move. We believe this practice to be appropriate and consistent with similar requirements identified by station technical specifications, which include the following:
