Dear Mr. Cho:
By copy of your letter of December 31, 1979 to Herbert H. Brown, Esq. you requested the NRC Staff to make an inquiry into whether, during his tenure as Director of the NRC Office of International and State Programs, questions involving the radiological emergency response plans and related matters per-taining to the Rancho Seco facility came before Mr. Brown.
Your request was, in turn, passed on to the NRC's Office of State Programs, where the emergency planning functions formerly performed by the Office of International and State Programs now reside. Enclosed with this letter is the memorandum (with attachments) of Harold E. Collins, Assistant Director for Emergency Preparedness, responding to our request. We trust that the enclosed memorandum and attachments supply the information which you were seeking.
