  • 1 hmmm On June 19, 1974, the Sacramento Municipal Utilities District (SMUD) and the State of California Of fice of Emergency Services (OES) held a joint emergency response exercise at the Rancho Seco Nuclear Power (BWR) Station located 15 miles southeast of metropolitan Sacramento.

A briefing and F

tour of this unique site was provided on the 18th for the 100 plus repre-sentatives of sone 40 local, state, Federal, and civic organizations who participated in the exercise. Af ter the f act news coverage was provided on three T.V. channels and in two local newspapers.

All coverage, while somewhat distorted in some areas, was basically fair and generally favorable.

A follow-up meeting was held between AEC and OES staff regarding their h

draft state plan (May 1974) and the AEC " Guide and Checklist" (November 1973).

Substantive constructive criticism was offered on both documents.

Tangential benefits from the trip include the establishment of an informal working liaison with staff of AEC-SF00, AEC-RO:V, EPA Region 9, DCPA Region 7, SMUD, and California OES.

Special credit is due Mr. Ray Fish (AEC-RO:V) for his excellent assistance in establishing these contacts.

Recommendations 1.

That the planning concepts of OES be closely monitored as a possible N-alternate to the model plan effort in Pennsylvania.

That the " Guide and Checklist" contain two distinct sections.

One would contain model formats while the other would list essential elements to be contained in each echelon of the plan / annex.

That representatives of OES and Pennsylvania-DER be invited to Washingten in the next few months to confer on optimum or alternate
