Thank ycu for your letter of March 18, 1974, to the Chairmn of the Atomic Energy Cc misr,lon coacerning erergency planning far the San Onofre nuclear p.u n tina rta'.ica.
The atenic Energy Comi sion r2 quires development of cmrgency response plans for nuclear facilitics under the provisions of Title 10 Code of Federal Regu-lations, Part 50,.bnendix E (a copy of which is enclosed). Tne Atomic Energy Comission has also baca dasignated " Lead Agency" arong several Fedaral agencies in providino advice and assistance to states and local governments in the preparation of their radiological crergency response plans.
Our contacts with California authorities responsible for erergency planning indicate that the California Legislature's Harren Comission Unring (con-ducted in January and February of this year) directed the California State Offic? of Energer.cy urvices and tha California Stau Maalt'i Cartment to revi71 state and local government energency clans and assure coordination aroaa all responsibla agencies.
It is o'ir unforstandinq that this directive covars all nuclear facilities located within California. Specifically with reqard to the San Onofre nuclear generatino station, th? review would include the coordination of :.he emergency plans of Orange County and San Dieco County with anoropriate Federal and state agencies and the nuclear facility plans.
