Gentlemen:
This refers to the inspection conducted by Mr. R. A. Caldwell of this office
on December 3-7, 1979, of activities authorized by NRC License No. DPR-34
The area examined during this inspection was your program for protecting
against industrial sabotage and safeguarding special nuclear material pursuant
to applicable provisions of 10 CFR 50, " Licensing of Production and Utilization
Facilities" and Part 73, " Physical Protection of Plants and Materials."
Within this area, the inspection consisted of selective examinations
of procedures and records, interviews with personnel, observations by the
inspector, and a review of the industrial security plan for the Fort St. Vrain
Generating Station.
No items of noncompliance with NRC require =ents were identified within the
scope of this inspection.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, documentation of findings of your
control and accounting procedures for safeguarding special nuclear materials
and your facility security procedures are except from disclosure; therefore,
the inspection report will not be placed in the Public Document Room and
will receive limited distribution.
