C. 20555 Vih 78 gv f SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION NEBRASKA PUBLIC POWER DISTRICT COOPER NUCLEAR STATION DOCKET NO. 50-298 QUALITY ASSURANCE PROGRAM FOR OPERATION Ouality Assurance General The quality assurance program for the operations phase of the Cooper Nuclear Station is described in Revision 8 of FSAR Amendment No. 39, " Quality Assurance Program for Operation", August 20, 1979.
Our review of the quality assurance program for the Cooper Nuclear Station is based on the prior acceptance of FSAR Amendment No. 37, discussions with representatives from the Nebraska Public Power District, (the licensee) and our evaluation of changes that have occurred since FSAR Amendment No. 37. The licensee is committed to a quality assurance program for the operations phase which meets the requirements of 10 CFR 50, Appendix B, " Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants" and applicable quality assurance related regulatory guides and ANSI standards.
Orcanization Figure i shows the organization of the Cooper Nuclear Station and its relationship to other Nebraska Public Power District organizations. The Assistant General Manager, Power Operation Group, is the responsible Nebraska Public Power District corporate officer for all quality matters. These responsibilities associated with the Cooper Nuclear Station have been delegated to the Director of Licensing and Quality Assurance, who also has the authority to define and implement the detailed requirements of the quality assurance orogram.
This authority includes the right to direct, enforce, and perform any action required to ensure all activities conducted at the Coooer Nuclear Station are in compliance with 10 CFR 50, Appendix B.
As Figure 1 shows, the Manager of Quality Assurance reports directly to the Director of Licensing and-1705 120 h

. Quality Assurance. He has the authority and responsibility for implementing and maintaining the quality assurance program for operations.
Personnel in the Quality Assurance Department have independence to perfom audits, inspecticas, and verifications. They have the authority and organizational freedom to identify quality problems; to initiate, recomend, or provide solutions for conditions adverse to quality; and to verify implementation of solutions. The Quality Assurance Supervisor reports to the Manager of Quality Assurance, and he and his staff perform surveillance of activities at the Cooper Nuclear Station. Actual first-line inspections are performed by trained, qualified individuals from the Cooper Nuclear Station staff, other than the individuals performing or responsible for the actual work.
Quality Assurance Proaram The Nebraska Public Power District has structured its quality assurance program for the operations phase to be in accordance with Appendix B to 10 CFR Part 50, to be in compliance with the regulatory positions given in quality assurance-related regulatory guides, and to meet the requirements of quality arsurance-related ANSI standards with some exceptions which have been found acceptable by the staff.
The Nebraska Public Power District quality assurance program for the operation of the Cooper Nuclear Station is implemented by means of written policies, procedures, and instructions. These documents control quality-related activities involving safety-related items in accordance with the requirements of Appendix B to 10 CFR Part 50 and with applicable regulations, codes, and standards. The quality assurance organization is responsible for assuring that procedures and instructions provide for complete and adequate quality assurance recuirements.
In addition, quality assurance personnel provide sufficient reviews, inspections, and audits to verify the effective implementation of the entire quality assurance program.
Nebraska Public Power District's quality assurance program reauires that implementing documentation encompasses detailed controls for (1) translating codes, standards, regulatory requirements, technical specifications, engineering and process requirements into drawings, specifications, procedures, and instructions; (2) developing, reviewing, and approving procurement documents, including changes; (3) prescribing all quality-related activities by documented instructions, procedures, drawings, and specifications; (4) issuing and distributing approved documents; (5) purchasing items and services; (6) identifying materials, parts, and components; (7) performing special processes; (8) inspecting and/or testing materials, equipment, processes or services; (9) calibrating and maintaining measuring equipment; (10) handling, storing, and shipping of items; (11) identifying the inspection, test, and coerating status of items; (12) identifying and dispositioning nonconforming items; (13) correcting conditions adverse to quality; (14) preparing and maintaining cuality assurance records; and (15) auditing activities which affect ouality.
1705 121 Quality is verified through checking, review, surveillance, inspection, testing, and auditing quality-related activities. The cuality assurance program requires that quality verification be perfomed by individuals who are not directly responsible for performing the quality-related activities.
Inspections are performed by qualified personnel in accordance with procedures, instructions, and checklists approved by the quality assurance organization.
The quality assurance organization is responsible for the establishment and implementation of the audit program. Audits are performed in accordance with pre-established written checklists by qualified personnel not having direct responsibilities in the areas being audited. Audits are perfomed to evaluate all aspects of the quality assurance program, including the effectiveness of the cuality assurance program implementation.
The quality assurance program requires the review of audit results by the person having responsibility in the area audited and corrective action where necessary.
Continued deficiencies or failure to implement corrective action will be reported in writing by the quality assurance organization to the approoriate management within the Nebraska Public Power District to assure continued comoliance with Appendix B to 10 CFR Part 50. Follow-up audits are performed to determine that nonconfomances and deficiencies are effectively corrected and that the corrective action orecludes repetitive occurrences. Audit reports, which indicate performance trends and the effectiveness of the quality assurance program, are prepared and issued to responsible management for review and assessment.
Conclusion Based on our review and evaluation of the cuality assurance program description contained in Revision 8 of FSAR Amendment No. 39 for the Cooper Nuclear Station, we conclude that:

The organizations and persons performing quality assurance functions have the required independence and authority to effectively carry out the quality assurance program without undue influence from those directly responsible for cost and schedules.

The quality assurance program describes requirements, procedures, and controls that, when properly implemented, comply with the reouirements of Appendix B to 10 CFR Part 50 and applicable cuality assurance-related regulatory guides and ANSI standards.

The quality assurance program applies to the structures, systems, and components that prevent or mitigate the consequences of postulated accidents which could cause undue risk to the health and safety of the public. The program applies to items such as the nuclear fuel, the reactor coolant system and its auxiliaries and controls, the reactor protection and engineered safety systems, the reactor containment system, portions of the radioactive waste disposal systei:. and other items required for safe shutdown of the plant. A tabulatior, of those structures, systems, and components which are covered by the quality assurance program is given in the Revision 8 of FSAR Amendment No. 39 for the Cooper Nuclear Station.
Accordingly, the staff concludes that the licensee's description of the quality assurance program is in compliance with applicable NRC regulations.
