Dear Mr. Pilant:
We have reviewed the quality assurance program, as described in Revision 8 of FSAR Amendment No. 39, " Quality Assurance Program for Operation", for the Cooper Nuclear Station, dated August 20, 1979.
Based on this review, we have concluded that the licensee's description of the quality assurance program complies with the applicable NRC regulations and is acceptable.
Our acceptance of Revision 8 of FSAR Amendment No. 39 is based on the prior acceptance of Amendment No. 37 of the FSAR, discussions with representatives from the Nebraska Public Power District, and our evaluation of changes that have occurred since FSAR Amendment No. 37 which was previously found acceptable by the staff.
Enclosed is a Safety Evaluation describing the basis for our acceptance. Also, as a result of the TMI-2 accident, additional staff positions and/or requirements for information for quality assurance may evolve.
It is our intent to treat the Cooper Nuclear Station on a generic basis with other operating plants.
